This study was conducted in the context of the Hamburg Open Online University[1] (HOOU), which is a consortium of seven higher education institutions in the city of Hamburg in Northern Germany, established in 2014 (Bessenrodt-Weberpals et al., 2017). A major goal of the HOOU is to establish a repository in which Open Educational Resources (OER) can be published and freely shared and reused. In order to convince faculty members to contribute their learning materials, it is seen essential that a quality assurance system will be introduced. As Jung et al. (2016) state, lack of confidence in the quality of learning objects is one of the main barriers to the uptake of OER practices.

Whilst various evaluation instruments have been developed since 2000 (see Yuan & Recker, 2015), a German instrument for the evaluation of OER does not exist (Mayrberger & Zawacki-Richter, 2017). Therefore, a review of evaluation instruments was carried out, in which nine different rubrics where analysed. The research revealed a complex picture and heterogeneity in the various quality dimensions and criteria, ranging from eight to 42, to measure the quality of OER. In this presentation, a systematic overview of these instruments will be provided. Based on a qualitative analysis of over 160 different criteria identified in the review, a holistic model with three dimensions and seven sub-dimensions is derived.

Building upon this framework, the next steps towards the development of an evaluation instrument for OER are described. Furthermore, a roadmap for the implementation of the quality assurance process at the HOOU that considers faculty members’ perceptions, expectations and concerns, is discussed.
